Abstract

Purpose

The purpose of this paper is to assess perceptions of body-worn cameras (BWCs) among citizens who had BWC-recorded police encounters, and to explore the potential for a civilizing effect on citizen behavior.

Design/methodology/approach

From June to November 2015, the authors conducted telephone interviews with 249 citizens in Spokane (WA) who had a recent BWC-recorded police encounter.

Findings

Respondents were satisfied with how they were treated during the police encounter and, overall, had positive attitudes about BWCs. However, only 28 percent of respondents were actually aware of the BWC during their own encounter. The authors also found little evidence of a civilizing effect but did document a significant, positive connection between awareness of the BWC and enhanced perceptions of procedural justice.

Research limitations/implications

Authors only interviewed citizens who had encounters with officers wearing BWCs. However, variation in BWC awareness among citizens allowed the authors to construct a proxy “non-BWC condition” for comparison.

Practical implications

The pre-conditions necessary to produce a civilizing effect among citizens are complex and difficult to achieve. The intriguing relationship between BWC awareness and procedural justice suggests the technology may have the potential to improve police legitimacy.

Originality/value

The study is among the first to explore attitudes about BWCs among those who have their police encounters recorded, and results demonstrate high levels of support among this population. Findings bode well for continued adoption of BWCs in policing.

Abstract

Purpose

The diffusion of innovations paradigm suggests that stakeholders’ acceptance of a police innovation shapes how it spreads and impacts the larger criminal justice system. A lack of support by external stakeholders for police body-worn cameras (BWCs) can short-circuit their intended benefits. The purpose of this paper is to examine the perceptions of BWCs among non-police stakeholders who are impacted by the technology as well as how BWCs influence their daily work processes.

Design/methodology/approach

The authors conducted interviews and focus groups (n=41) in two US cities where the police department implemented BWCs. The interviewees range from courtroom actors (e.g. judges, prosecutors) to those who work with police in the field (e.g. fire and mental health), city leaders, civilian oversight members, and victim advocates.

Findings

External stakeholders are highly supportive of the new technology. Within the diffusion of innovations framework, this support suggests that the adoption of BWCs will continue. However, the authors also found the decision to implement BWCs carries unique consequences for external stakeholders, implying that a comprehensive planning process that takes into account the views of all stakeholders is critical.

Originality/value

Despite the recent diffusion of BWCs in policing, this is the first study to examine the perceptions of external stakeholders. More broadly, few criminologists have applied the diffusion of innovations framework to understand how technologies and other changes emerge and take hold in the criminal justice system. This study sheds light on the spread of BWCs within this framework and offers insights on their continued impact and consequences.

Abstract

Purpose

The purpose of this paper is to examine individual-level factors related to police body-worn camera (BWC) acceptance.

Design/methodology/approach

Surveys were completed by 119 officers from one northwestern police agency a year after BWC deployment. Relationships between demographics, job characteristics, cultural attitudes, organizational justice perceptions and BWC acceptance were examined.

Findings

Supervisors, as well as officers who had worn BWCs longer, worked the most active patrol shifts, and viewed their supervisors as critical, reported more BWC acceptance. Other indicators of culture and organizational justice were not significant.

Originality/value

BWCs offer many benefits, but to realize these outcomes officers must accept and use the technology. Research shows wide variations in officer acceptance of BWCs. These findings suggest some officers view BWCs as helpful in dealing with job stressors, including supervisory responsibilities, high volumes of calls and critical supervisors, and tend to grow more accepting of them over time.

Purpose

Unlike protests against police brutality in the past (2014 and earlier), police officers responding to First Amendment-protected demonstrations in summer 2020 likely were wearing body-worn cameras(BWCs). This study seeks to understand police perceptions of the effects of BWCs when used in the George Floyd protests.

Design/methodology/approach

The authors use survey data from 100 agencies with federally-funded BWCs to assess the prevalence of BWC deployment to George Floyd protests and perceived benefits and limitations of the technology within this unique context.

Findings

About three-quarters of agencies encountered some level of demonstration/protest related to the killing of George Floyd, and the majority of those deployed BWCs during these demonstrations. Respondents indicated evidentiary value of footage was a key reason for doing so, and at least three preconditions for a civilizing effect were present.

Originality/value

Research has documented numerous benefits associated with BWCs, from reductions in use of force and citizen complaints to evidentiary value. However, the extent to which BWC benefits extend to public protests is unclear. The George Floyd protests represent an opportunity to understand the prevalence and usefulness of BWCs in policing public protests.

Abstract

Purpose

While police culture typically refers to the culture among sworn police personnel, there are internal cultural differences between subgroups. This has been documented among sworn personnel, such as the difference between street cops and management cops (Reuss-Ianni, 1983). The divide between professional and sworn staff in a law enforcement context has also been discussed at length (Maguire, 1997; Reiss, 1992), specifically the “us versus them” mentality that stems from feelings of isolation among professional and sworn staff. The relationship between dispatchers and officers is vital to public and officer safety; it is imperative that cultural barriers preventing effective collaboration between two of the most critical components of policing are identified, and recommendations to bridge the gap are provided.

Design/methodology/approach

The authors use semi-structured interview data from a sample of peer-nominated top dispatch de-escalators (TDDs) considered highly skilled at de-escalation with callers and officers. Reflexive coding techniques were used to identify key themes in an area largely unexamined by research.

Findings

The authors find that the police culture creates friction between sworn officers and dispatchers in a number of contexts. This diminishes organizational commitment and increases burnout and frustration.

Practical implications

There are several policy recommendations for both communications centers and sworn staff to foster understanding and increase collaboration, all of which may result in improved outcomes for community members, dispatchers and officers.

Originality/value

The authors use qualitative methods to explore the implications of the sworn-civilian divide for police practice, such as more effective de-escalation and incident resolution, as well as the conceptualization of police culture writ large.

Purpose

After more than 18 months of life during a pandemic, much of the world is beginning to transition back to some semblance of normalcy. As that happens, institutions – including policing – need to acknowledge changes that had been made during the pandemic and decide what modifications and innovations, if any, to continue moving forward.

Design/methodology/approach

The authors use semi-structured interviews and focus groups of police personnel in the United States (US) and Canada. The sample includes police officers and frontline supervisors (n = 20). The authors conduct qualitative analysis using deductive and inductive coding schemes.

Findings

The sample identified four areas of adaptation during the pandemic: 1) safety measures, 2) personnel reallocation, 3) impacts on training and 4) innovation and role adjustments. These areas of adaptation prompted several recommendations for transitioning police agencies out of the pandemic.

Originality/value

A growing number of studies are addressing police responses to the pandemic. Virtually all are quantitative in nature, including all studies investigating the perceptions of police personnel. The body of perceptual studies is extraordinarily small and primarily focuses on police executives, ignoring the views of the rank-and-file who are doing the work of street-level police business. This is the first study to delve into the perceptions of this group, and does so using a qualitative approach that permits a richer understanding of the nuances of perception.
